1. Introduction
Good Neighbors Ethiopia (GNE) invites sealed bids from eligible, licensed, and technically qualified suppliers for the supply and delivery of Men’s Canvas Shoes through a National Open Tender process. This procurement is a rebid of the Men’s Canvas Shoes component of the previously issued Lot 2 (Canvas Shoes) tender and incorporates revised and additional quantities requested by the Yeka CDP and Gulele CDP project offices. Interested and eligible suppliers are invited to participate in the bidding process in accordance with the requirements, terms, and conditions set out in the tender document.
2. Quantity and Delivery Locations
• S/N: 1 · Item: Supply & Delivery of Men’s Canvas Shoes · UOM: Pairs · Yeka CDP: 703 · Lideta FDP: 652 · Gulele CDP: 659 · Total Quantity: 2014 · Delivery Location: At the project locations (within Addis Ababa City)
3. Eligibility Criteria
Interested bidders must meet the eligibility requirements and submit all mandatory legal, administrative, and technical documents specified below. Failure to submit any required document may result in the bid being considered non-responsive and excluded from further evaluation. Bidders shall submit: • A copy of a valid and renewed Trade License applicable to the current Ethiopian fiscal year and relevant to the goods being offered. • Copies of the Certificate of Registration, Taxpayer Identification Number (TIN) Certificate, and VAT Registration Certificate. • A copy of a valid and renewed Tax Clearance Certificate applicable to the current Ethiopian fiscal year. • A copy of a recent valid Cash Register Machine (CRM) receipt issued by the bidder as evidence of an active CRM facility. The successful supplier must be able to provide a valid CRM receipt for payment; other forms of receipt will not be accepted. • Bid Security equivalent to 2% of the total bid price, submitted in the form of a Cash Payment Order (CPO) only, and valid for a minimum period of 45 calendar days from the bid submission deadline. • One (1) sample pair of Men’s Canvas Shoes, clearly labeled with the bidder’s name and submitted in accordance with the requirements specified in the tender document. • All other documents and information required to demonstrate full compliance with the technical, financial, administrative, and other requirements stipulated in the tender document. All submitted documents must be valid, legible, and verifiable at the time of bid submission. GNE reserves the right to verify the authenticity and validity of any document or information submitted by a bidder.
4. Collection of Tender Documents
• Availability: Bidders can obtain the tender document starting from September 24, during office hours Monday to Friday, 8:00 AM – 4:00 PM (East Africa Time). • Document Fee: A non-refundable fee of ETB 1,000.00 is required, payable in cash at the GNE Finance Department. • Location: GNE Head Office, Ahmed Business Center, 5th Floor, Lideta Sub-City, Addis Ababa, Ethiopia.
5. Bid Submission and Opening
Bidders shall prepare and submit their bids in accordance with the instructions provided in the tender document. • Bids must be submitted in a sealed envelope (Technical: original and copy; Financial: original and copy), clearly marked. • Submission Deadline: October 1, 2026, at 10:00 AM. • Submission Venue: Good Neighbors Ethiopia, Melkam Children Center (commonly known as Korean School), located behind St. Lidia Orthodox Church, Addis Ababa, Ethiopia. • Bid Opening: October 1, 2026, at 10:15 AM, at the same venue, in the presence of bidders or their authorized representatives. • Late Submissions: Late bids will not be accepted and will be rejected. • Electronic Submissions: Bids submitted electronically by email will not be accepted.
