Selection of a Successful Bidder: Lowest Evaluated Bid subject to Post-qualification n The Estimated Price will be determined as the arithmetic mean value of four (4) preliminary prices, drawn on the bid opening date, out of fifteen (15) sealed preliminary prices prepared within the range of ±2.0% of the Base Price. n Based upon bid prices which shall be below the Estimated Price, but same or above the floor price of 84.245% of the Estimated Price, the Qualification Examination will be conducted in order of lowest bid price. n Selection as successful bidder is determined when the overall grade is or higher than 85 points (the passing grade).Qualification examination will be conducted in accordance with Annex 1 (Evaluation Criteria) and the “Standards of Qualification Examination for Selection of Supplier” (Jan,12th,2026). • 4. Bidders’ Qualifications
– The following requirements shall be valid as of the bid submission deadline (October 14, 2026): • a. A company legally established and registered in accordance with the laws and regulations of its country of establishment, and legally qualified to perform the procurement (purchase/customs clearance/installation) of goods in Ethiopia, the project site, with the evidentiary documents specified in the Bid Data Shee • b. A company that has not been restricted from participating in bidding, publicly declared ineligible for a contract, or sanctioned as such, by an international organization or a foreign governmen • c. (If the Bidder is a citizen or a corporation incorporated in Korea) A company that has not been designated as a fraudulent business entity restricted from bid participation and currently within the disposition period, in accordance with the National Contract Act, the Local Contract Act, or the Act on the Operation of Public Institutions of the Republic of Korea. • d. A company that has not been convicted of a bribery-related crime under applicable domestic or foreign laws and regulations. • company that has no conflict of interest in relation to this bid. * The delivery performance of the Bidders shall not constitute a minimum eligibility requirement but shall be evaluated in the Qualification Examination [Delivery Performance Capability (30 points) + Bidding Price (70 points)] in accordance with Annex 1 (Evaluation Criteria) of the Bid Data Sheet. List of Required Documents for Submission: Bidders shall submit all documents specified in the Bid Data Sheet, together with the bid price in a separate sealed envelope, to the submission place by the deadline.
