SENGATERA 40/60 COMMUNAL HOUSING S.C. INVITATION FOR LOCAL OPEN TENDER ELEVATOR MODIFICATION/REPLACEMENT, INSTALLATION, TESTING, COMMISSIONING AND MAINTENANCE Tender Reference No.: S40/60/ELV/01/2019 E.C. Sengatera 40/60 Communal Housing S.C. invites eligible and qualified local elevator companies/contractors to submit sealed bids for the modification/replacement, supply, installation, testing, commissioning and maintenance of the existing elevator system at Sengatera 40/60 Communal Housing S.C., Addis Ababa. Scope of Work Assessment and technical evaluation of the existing elevator system. Supply and installation of all required elevator equipment, components and accessories. Dismantling, modification and/or replacement of defective or obsolete components. Installation, testing and commissioning of the elevator. Completion of required safety testing and certification, where applicable. Provision of operation and maintenance manuals and user/operator training. Provision of after-sales service, technical support and spare parts. Provision of a 5–7 years warranty/service commitment in accordance with the tender document. Provision of regular preventive and corrective maintenance. Submission of a proposed monthly regular elevator maintenance/service fee for the subsequent service agreement. Completion Period The elevator modification/replacement, installation, testing and commissioning shall be completed within four (4) months from the date of contract commencement. Mandatory Eligibility Requirements Interested bidders shall submit the following valid and relevant documents as part of their Technical Proposal: Renewed Trade Licence for 2018 E.C. relevant to elevator supply, installation, modification, commissioning and/or maintenance services. Failure to submit a valid renewed Trade Licence for 2018 E.C. shall be a ground for rejection of the bid. Valid TIN Certificate. Valid VAT Registration Certificate. Valid Tax Clearance Certificate, where applicable. Evidence of relevant experience in elevator supply, installation, modification, testing, commissioning and maintenance. Evidence of qualified technical personnel and relevant professional/technical capacity. Manufacturer’s authorization/certification, where applicable. Company profile and other documents specified in the tender document. Failure to submit any document expressly identified as mandatory in the tender document may result in rejection of the bid, subject to the applicable procurement procedures. Separate Technical and Financial Proposals Bidders shall submit their offers in two separate sealed envelopes, clearly marked as follows: Envelope 1: TECHNICAL PROPOSAL – Containing the legal and eligibility documents, technical proposal, methodology, company experience, technical specifications, warranty/service commitment, work plan and other technical requirements. Envelope 2: FINANCIAL PROPOSAL – Containing the complete financial offer for the elevator modification/replacement, supply, installation, testing and commissioning, together with the proposed monthly regular maintenance/service fee. The two envelopes shall be submitted together in accordance with the instructions in the tender document. Bid Security Each bidder shall submit a Bid Security of ETB 20,000 (Birr Twenty Thousand) in the form of a CPO or bank guarantee, as specified in the tender document. Advance Payment Guarantee Where advance payment is applicable, the successful bidder shall provide an Advance Payment Guarantee issued by a legally recognized bank in Ethiopia, in the required form and amount, before any advance payment is released.
