INVITATION TO BID (ITB) Project: Construction Works of Dilla – Bule – Haro Wachu Road Project Subject: Procurement of Geotechnical and Geophysical Investigation Services Procurement Reference No.: CCECC-ETH-DBHW-SUB/GEO-01/2026 Background The Government of the Federal Democratic Republic of Ethiopia (FDRE), represented by the Ethiopian Roads Administration (ERA) , has allocated a budget under the Road Sector Development Program (RSDP) toward the cost of the Construction Supervision of the Dilla – Bule – Haro Wachu Road Project . The Project is located in the Southern Ethiopia and Oromia Regions, approximately 375 km south of Addis Ababa. The works consist of a 67.17 km main road and 1.6 km of spur roads (68.77Km) Currently, China Civil Engineering Construction Corporation (CCECC) serves as the Contractor, while CORE Consulting Engineers Plc serves as the Supervision Consultant. Invitation The Main Contractor (CCECC) now invites sealed bids from eligible and qualified bidders for the provision of Geotechnical and Geophysical Investigation Services . The services are required for selected sections of the project characterized by deep cuts, high embankments, and geologically unstable formations. Scope of Services The required services include, but are not limited to: Subsurface Exploration: Borehole drilling by a minimum of two rotary drilling machines equipped with double core barrels and Standard Penetration Testing (SPT). Geophysical Surveys: Seismic Refraction Tomography (SRT) and Electrical Resistivity Tomography (ERT) Field Mapping: Detailed engineering geological mapping. Laboratory Analysis: Test Pit Sampling and testing in accordance with ERA, AASHTO, and ASTM standards. Engineering Reporting: Preparation of comprehensive geotechnical and Geophysical reports, including stability analysis and remedial recommendations for slope and drainage issues. Qualification and Eligibility Requirements Interested bidders must provide evidence of their eligibility and professional qualification. Requirements include: Legal Documents: Valid Certificate of Registration from the Ministry of Construction (relevant category), renewed Trade License for the current Ethiopian Fiscal Year, VAT Registration, TIN, and a Valid Tax Clearance Certificate. Experience: Minimum of Five (05) years of general experience in geotechnical investigations and a track record of at least two (02) successfully completed projects of similar nature. Equipment: Demonstrated ownership of minimum two rotary drilling machines equipped with double Core barrels, automatic trip SPT hammers, Shelby samplers, and access to certified laboratory facilities and among other required equipment.
