SHARIA ADVISORY CONSULTANT / ADVISER Establishment and Digitalization of Digaf’s Islamic Finance Business Division • Duty station: Addis Ababa / hybrid Engagement: Consultancy or fixed-term · Duration: Six months, renewable Reports to: CEO / Steering Committee · Start: As soon as practicable Institution: Digaf Micro Credit Provider S.C. • ABOUT THE ASSIGNMENT Digaf MFI invites qualified individuals or firms to provide independent, practical Sharia guidance for establishing a dedicated Islamic Finance Business Division. The Adviser will help Digaf develop commercially viable, Sharia-compliant products and translate them into secure end-to-end digital journeys, in line with Ethiopian law, National Bank of Ethiopia requirements and applicable recognized Islamic- finance standards. KEY SCOPE • Assess institutional readiness and define the Division’s operating model, structure, staffing, governance, KPIs and phased roadmap. • Develop the Sharia governance framework, policies, approval processes, Sharia Supervisory Board arrangements, registers, breach management and reporting. • Prioritize and structure Islamic products for salary finance, Minda, Moya/SME, asset/green finance and savings/investment; prepare contracts, disclosures, fund flows, accounting events and controls. • Convert approved structures into mobile, web, core-banking and assisted-channel requirements; review system configuration, integrations, audit trails, UAT and launch readiness. • Establish Sharia risk, monitoring and assurance arrangements; train Digaf’s Board, management and operational teams and transfer reusable tools and knowledge. EXPECTED DELIVERABLES Inception plan; readiness and gap assessment; Division establishment package; Sharia governance package; prioritized product portfolio and documentation; Islamic fintech requirements; pilot/UAT assurance; training materials; and a final establishment report with a 12-month roadmap. MINIMUM QUALIFICATIONS • Postgraduate or recognized scholarly qualification in Sharia, Fiqh al-Muamalat, Islamic finance/economics, law or a closely related discipline. • At least seven years of relevant Islamic banking, microfinance, fintech, product-structuring, Sharia governance, review/audit or advisory experience. • Proven delivery of Sharia-compliant retail/MSME products and practical translation into digital or core-banking workflows. • Strong knowledge of applicable AAOIFI/IFSB guidance; excellent English. Ethiopian market experience and Amharic are advantages.
