INVITATION TO BID FOR EXTERNAL AUDIT SERVICES Bid Reference No: DMFISC/HO/01/2026 Background Dynamic Microfinance Institution S.C. (DMFISC) was established and registered by the National Bank of Ethiopia (NBE) in May 2009 as a share company. The institution operates strictly in accordance with Proclamation No. 626/2009 and the specific directives issued by the NBE, which is the governing body authorized to license and supervise Microfinance Institutions (MFIs) in Ethiopia. Currently, DMFISC’s structural network comprises: 1 District: Located in Bahir Dar; 9 Branches: Located in Addis Ababa; 17 Branches: Located across the Amhara Region; and 4 Branches: Located across the Oromia Region surrounding Addis Ababa. Growth Horizon : DMFISC has budgeted strategic plans to introduce two (2) additional branches in Oromia and one (1) additional District network around Addis Ababa across the fiscal year 2026/27. Objective & Scope of Work DMFISC is looking for an eligible, qualified, and licensed audit firm to be appointed as its independent external auditor. The successful bidder will conduct the financial and performance audits of the institution for three consecutive fiscal years: 2026/27, 2027/28, and 2028/29. All financial procedures and statements must be audited in strict compliance with International Financial Reporting Standards (IFRS) and oversight guidelines set by the Accounting and Auditing Board of Ethiopia (AABE). Minimum Eligibility & Requirements Interested bidding firms must submit separate, sealed envelopes containing their technical documentation and financial fee structure. To avoid disqualification, the application must include: Valid and renewed Certificate of Registration issued by the AABE for the Public Auditor. Valid and renewed Business License for the current fiscal year. Commercial Registration Certificate. Taxpayer Identification Number (TIN) Registration Certificate. Value Added Tax (VAT) Registration Certificate.
