CALL FOR CONSULTING FIRMS TO CONDUCT PROJECT ENDTERM EVALUATION Background Healing Hands of Joy (HHoJ) is a non-governmental organization established in the State of Virginia, USA, in 2009. HHoJ Was founded with a commitment to bring hope, happiness, dignity, and a second chance to women affected by obstetric fistula (OF) in Ethiopia. The organization works to make motherhood safer and to prevent and address avoidable maternal health complications, particularly obstetric fistula and other preventable childbirth-related injuries. HHoJ Was officially re-registered in Ethiopia and accorded legal personality as a foreign organization on September 5, 2019, under Registry No. 3225, in accordance with the Civil Society Organizations Proclamation No. 1113/2019. HHoJ commenced its operations in Tigray Region, northern Ethiopia, in 2010. In 2015, the organization expanded its operations to Amhara Region in northern Ethiopia and the former Southern Nations, Nationalities, and Peoples’ Region (SNNPR) in southern Ethiopia. Following the administrative restructuring of SNNPR, HHoJ’s programs are currently implemented in South Ethiopia Region and Sidama Region. In 2021, HHoJ further expanded its geographic reach to Oromia Region. Vision To eliminate obstetric fistula in Ethiopia by ensuring all women achieve safe motherhood. Mission Our mission is to improve maternal and child healthcare in Ethiopia and eliminate preventable childbirth injuries, including obstetric fistula. Objective of the Consultancy Service The primary objective of this consultancy is to conduct end term evaluation of the project “A new start for women in Wolaita fistula survivors create prospect” implemented by Healing Hands of Joy in South Ethiopia . The evaluation will assess the progress, effectiveness, relevance, efficiency, and emerging results of the project against its planned objectives, indicators, and targets. Methodology The evaluation team is expected to apply a participatory and mixed-methods approach , incorporating both quantitative and qualitative data collection methods in urban and rural target settings, as applicable. The evaluation team will be responsible for developing appropriate data collection tools, methodologies and submitting them to Healing Hands of Joy for review, comments, and approval prior to field-level application. The methodology should ensure meaningful engagement of relevant stakeholders, project participants, health facilities, government representatives, community-level actors, and other relevant project stakeholders. Qualification of the Consulting Firm/Team The evaluation is expected to be conducted by a qualified consulting firm or team of consultants with demonstrated experience in conducting project evaluations, particularly in the areas of obstetric fistula, maternal and reproductive health, public health, and community-based health programs . The consulting firm/team should: Have proven experience in conducting midterm, end line, baseline, or similar project evaluations. Have demonstrated experience in evaluating obstetric fistula and/or maternal and reproductive health projects . Have strong experience in applying both quantitative and qualitative research methodologies . Have a good understanding of the Ethiopian health system and relevant maternal and reproductive health programs. Include professionals with backgrounds in social sciences, public health, statistics, monitoring and evaluation, or related fields . Demonstrate sufficient practical field experience, data collection, analysis, interpretation, and report-writing capacity. Have experience working in both urban and rural settings. Demonstrate strong analytical and report-writing skills. Terms of Reference The detailed Terms of Reference (ToR) for the consultancy can be collected from the HHoJ Head Office located around Bole Medhanialem, Beza Building, 3rd Floor, Office No. 301 , during working hours: 08:30 AM–12:30 PM and 01:30 PM–04:00 PM, Monday to Friday. The ToR will be available starting from September 9, 2026 . Submission of Proposals Interested and qualified consulting firms/teams are invited to submit their technical and financial proposals to Healing Hands of Joy no later than: September 17, 2026, at 4:00 PM Late submissions may not be considered. Healing Hands of Joy would announce the winner in four days’ time and the winner firm is expected to submit inception report in one-week time .
