1. Introduction
HRNS-Ethiopia (Hanns R. Neumann Stiftung), through the Integrated Coffee Project (ICP), invites qualified, licensed, and experienced GC-7 or above contractors, including eligible youth construction enterprises that meet the stated capacity requirements, to submit sealed bids for the construction of two coffee storage warehouses. The works will be implemented in accordance with the approved designs, technical specifications, Bill of Quantities, professional engineering standards, and applicable safety requirements.
The construction is intended to improve coffee drying, handling, and storage, reduce post-harvest losses, maintain required quality standards, and strengthen the post-harvest management and marketing capacity of the supported cooperatives.
2. About the Organization and Project
HRNS-Ethiopia is an international non-governmental organization implementing sustainable development programs. With financial support from the ICP Project, HRNS-Ethiopia is strengthening primary coffee cooperatives and unions across West Gojjam, Awi, North Gojjam, and Bahir Dar City Administration through technical, capacity-building, material, and infrastructure support.
3. Objective of the Assignment
The objective is to engage a competent contractor to construct durable and functional coffee storage warehouses for the selected cooperatives, ensuring full compliance with the approved design, technical specifications, quality standards, agreed construction schedule, and contractual requirements.

The selected contractor will be responsible for all labor, materials, equipment, supervision, site management, testing, safety measures, temporary works, and related activities necessary to complete and hand over both warehouses in accordance with the bidding documents and signed contract.
5. Key Technical Requirements
• Overall building dimensions: approximately 12 m x 10 m, with a total floor area of about 120 m2, including the receiving balcony and office.
• Net storage area: approximately 9 m x 10 m (90 m2), with an estimated dry-coffee storage capacity of 12-13 tons.
• Receiving balcony: approximately 3 m x 6 m (18 m2), with smooth cement-concrete floor finish.
• Office: approximately 3 m x 4 m (12 m2), located at the front side of the storage building.
• Walling and roofing: G-28 corrugated galvanized metal sheets; gable/dual-pitch roof configuration.
• Flooring: smooth-finished, non-porous, washable cement-concrete floor.
• Internal clear height: approximately 4.5-5.0 m from finished floor level to the underside of the roof structure.
• Ventilation: natural ventilation through four ridge ventilators, each approximately 2.0 m x 0.5 m, distributed on both roof slopes.
• Main storage door: double-leaf steel door, approximately 1.8 m x 2.5 m.
• Masonry base: solid masonry wall base constructed to a height of 0.5 m above the water level.
• Office door: double-leaf steel door, approximately 1.2 m x 2.0 m, incorporating glass panels from mid-height upward.
• Office window: double-leaf steel window, approximately 1.2 m x 1.2 m, incorporating glass panels from mid-height upward.
Important: The approved drawings, detailed technical specifications, and Bill of Quantities form the governing requirements. In case of any difference, the issued bidding documents and written clarifications shall prevail.
6. Eligibility and Submission Requirements
Bidders shall submit one technical proposal and one financial proposal in separate sealed envelopes. Each envelope must clearly show the IFB reference number, bidder name, and the applicable proposal type. Both envelopes shall be enclosed in one outer sealed envelope.
• Company profile, legal name, physical address, contact details, ownership structure, and years of operation.
• Valid and renewed construction business license and contractor registration showing classification of GC-7 or above for the current Ethiopian fiscal year.
• Valid business registration, Tax Identification Number (TIN), VAT registration, and tax-clearance certificates.
• Evidence of relevant experience in similar building or warehouse construction, supported by at least two verifiable contracts, completion certificates, or client references.
• Technical proposal describing the construction methodology, quality-assurance approach, occupational health and safety arrangements, environmental and social safeguards, and site-management plan.
• Work plan and realistic construction schedule indicating the proposed commencement date, completion period, major milestones, and allocation of resources for both sites.
• Details and documentary evidence of key professional staff, equipment, financial capacity, and current workload.
• Completed, signed, and stamped Bill of Quantities for both sites.
• Detailed financial proposal showing unit rates, subtotal, VAT and other applicable taxes separately, and the total bid price inclusive of all costs necessary to complete the works.
• Bid security of 2% of the total bid price in the form of a Certified Payment Order (CPO), issued in the name of HRNS-Ethiopia and valid for the required bid-validity period.
• Signed statement confirming acceptance of the bidding conditions and commitment to execute the works in accordance with the designs, specifications, BOQ, schedule, and contract.
