1. Background
Tearfund is an international non-governmental organization operating in Ethiopia, delivering community transformation and relief programs across multiple regions. To comply with the Accounting and Auditing Board of Ethiopia (AABE) Proclamation No. 847/2014 and the Authority for Civil Society Organizations (ACSO) Proclamation No. 1113/2019, Tearfund Ethiopia is transitioning its accounting framework to Accrual-Basis International Public Sector Accounting Standards (IPSAS) effective January 1, 2026.
Tearfund invites eligible, qualified, and independent audit and advisory firms to submit technical and financial proposals for two consecutive assignments under a single procurement engagement:
• Assignment A: IPSAS Conversion, Policy Harmonization, and Capacity Building (Dec1– Dec 31, 2026).
• Assignment B: Annual Statutory External Audit of IPSAS-compliant Financial Statements for FY2026 (Jan 19 – Feb 18, 2027).
2. Scope of Work & Key Deliverables
• Assignment A (IPSAS Adoption & Conversion): Diagnostic gap analysis; updating the Financial Manual and Chart of Accounts; restating the opening balance as of January 1, 2026; drafting pro-forma IPSAS financial statements; and conducting finance staff training workshops.
• Assignment B (Statutory Audit FY2026): External audit of the financial statements for the year ending December 31, 2026, in accordance with ISAs, ISAE 3000, ISQC, AABE, and ACSO requirements. Issuance of an Independent Auditor’s Report and a detailed Management Letter.
3. Minimum Firm Qualifications
• Accreditation: Valid AABE Certified/Authorized Audit Firm certificate and active ACCA Practice Certificates.
• Experience: Minimum 5 years in practice with a physical presence in Addis Ababa; proven track record in INGO financial audits and IPSAS/IFRS conversions.
• Key Personnel: Minimum 2 full-time partners in good standing (ACCA, CPA, or equivalent) and experienced key audit/advisory staff.
• Legal Credentials: Renewed Business License, Trade Registration, TIN, and VAT Registration certificates.
• Independence: Strict operational separation between advisory (Assignment A) and assurance (Assignment B) teams to preserve independence.

5. Proposal Submission Guidelines
Proposals must be submitted in a single consolidated package containing two separate sub-proposals (Technical and Financial) clearly broken down by assignment (Assignment A and Assignment B).
• Submission Deadline: Oct 16, 2026, by 11:00 AM EST.
• Bid opening date: Oct 16, 2026 by 2:00 PM EST
• Evaluation Criteria: Quality and Cost-Based Selection (QCBS) — Technical Score: 80%, Financial Score: 20%. Minimum technical passing score is 5% (50/80 points).
• Bids will be opened in the presence of bidders or their authorized representatives who choose to attend.
