Consultancy Service to Review Strategic Plan and Resource Mobilization Strategy
September 2026 Addis Ababa • Background Consortium of Ethiopian Human Rights Organizations (CEHRO) is a local network of CSOs registered on March 16th, 2018, by the Federal Democratic Republic of Ethiopia Authority for Civil Societies Organizations in accordance with the new Civil Societies Proclamation No. 1113/2019 with registration number 3932. CEHRO aims to ensure the existence of an enabling environment for human rights and democratic governance and to create a platform for strong and vibrant human rights CSOs for the realization of human rights and democratic values in Ethiopia. Currently, CEHRO has 27 active member CSOs from different regions. Since its establishment in 2018, CEHRO has conducted several strategic activities that benefited its member organizations and can contribute toward the realization of the collective CEHRO’s vision. As the current strategic plan period approaches completion, CEHRO seeks to review its existing strategic plan to assess achievements, challenges, lessons learned, and emerging priorities in support of developing a comprehensive Strategic Plan for the next phase. The objectives, detailed scope, timelines, and other terms, etc. for the assignment are outlined in subsequent parts of this document. • Objectives And Scope of Assignment The overall objective is to conduct a thorough review of the existing organizational strategic plan that clearly defines the organization’s strategic direction, priorities, goals, implementation approaches, and results framework and resource mobilization strategy that will streamline the organization’s key strategic function and activities while remaining consistent with the organization’s mandate, vision, and strategic direction. Specifically, • Review and or develop a comprehensive strategic plan and separate Resource Mobilization Strategy to support the implementation of the Strategic Plan • Review the implementation and performance of the existing strategic plan. • Assess organizational achievements, challenges, gaps, lessons learned, and emerging opportunities. • Conduct internal and external environmental analysis relevant to CEHRO’s mandate and operational context. • Facilitate stakeholder interview with consultations with management, staff, partners, donors, and relevant stakeholders. • Review organizational vision, mission, values, and strategic priorities as necessary. • Support validation and finalization of the Strategic Plan. • Activities And Expected Deliverables The following tasks are for the consultants/firm to complete, and the anticipated deliverables are listed in the table below: • Activities • Inception Phase • Hold inception meetings with CEHRO management. • Review relevant organizational documents, including: • Existing Strategic Plan • Annual reports • Project reports • Monitoring and evaluation reports • Organizational policies and manuals • Donor and partner reports • Prepare and submit an inception report detailing the methodology, work plan, and tools for the assignment. • Strategic Plan Review • Conduct desk review and organizational assessment. • Analyze achievements, challenges, lessons learned, and gaps from the previous strategic plan. • Assess organizational capacity and strategic positioning. • Facilitate consultations through interviews, focus group discussions, workshops, and surveys as appropriate. • Strategic Plan and Resource Mobilization Strategy Development • Facilitate strategic planning workshops with key stakeholders. • Review and refine: Vision, Mission, Core values and Strategic priorities. • Review: • Strategic objectives and outcomes • Theory of Change (if applicable) • Results framework and indicators • Implementation framework • Monitoring, Evaluation, Accountability and Learning (MEAL) framework • Risk management considerations. • Operational and Administration Structures • Resource mobilization strategies • Partnership and sustainability strategies • Validation and Finalization • Present draft Strategic Plan and Resource Mobilization Strategy to CEHRO’s management and stakeholders. • Incorporate feedback and finalize the document. • Submit final Strategic Plan, Resource Mobilization Strategy, and all relevant supporting documents. • Deliverables The consultant/firm is expected to produce the following deliverables: • Inception Report with detailed methodology and work plan. • Resource Mobilization Strategy • Revised Strategic Plan incorporating feedback. • Timeframe The duration of the consultancy period and/or the documents development process is an estimated 25 days (calendar days) for each manual/strategy document from the date of signing the agreement. Please note that applications will be reviewed on a rolling basis. • Requirement
Education
Master’s Degree Development Studies, Project Planning, Human Rights, Law, Development Planning, Business Administration, Economics, Human Resource management or in related field of study with relevant work experience.
Experience
• The service provider should indicate at least two cases that they have engaged in the last 7 years that demonstrate their professional contribution and direct engagement in the development of similar policies, manuals, and organizational systems and the lessons they have drawn from these engagements. • The service provider is required to have good analytical, coherent, clear documentation/report writing skills, good communication and facilitation skills, and proficiency in English and Amharic. • Proven track record in strategic planning assignments. • Availability of qualified multidisciplinary experts. • Experience working with NGOs, civil society organizations, and donor-funded projects. • The service provider needs to have an in-depth knowledge and understanding of accountable governance, right-based approaches, and peace-building and in related topics. • The consultant should be able to attach proof of document (references) from at least three previous employers/ assignments regarding similar experience. • General Conditions • The selected service provider will be required to give an undertaking to keep the information and documents obtained during the course of the assignment confidential. • Without the prior written consent and approval of CEHRO, the invited service provider shall not assign or outsource the work to be undertaken by her/him under this TOR, nor shall she/he invite other consultants on his behalf or to compete on their own. • CEHRO reserves the right to accept, reject, or negotiate any or all bid documents received in response to this request, as well as to negotiate with all qualified sources or to cancel, reject, alter, modify, or amend in part or in whole if doing so is in CEHRO’s best interest.

• Interested consultants/service providers who meet the above criteria should submit an updated capability statement (for businesses firms) or a curriculum vitae (for individuals); • A profile of the consultant/ firm, copies of registration and renewed trade licenses, TIN, and VAT Registration certificate must be attached by registered firms. • A maximum 5-page technical proposal with the required methodology and data collection tools lead to manuals/policy preparation and clear deliverables document Structure. • A maximum 2-page separate financial proposal with the total fees for the assignment in Ethiopian Birr for the entire duration of the consultancy with sufficient details such as the total daily professional fee rate. • The total cost shall include all expenses proposed by itemizing in detail and inclusive of all taxes.
