Family Guidance Association of Ethiopia
Tender notice for a Consultancy Service for Development of the National Total Market Approach Strategy for Sexual and Reproductive Health Commodities and Services in Ethiopia [2027-2030]
• Background
The Family Guidance Association of Ethiopia (FGAE) is an Civil Society Organization playing pivotal role in the introduction and expansion of family planning and other sexual and reproductive health services in Ethiopia. It has been contributing to the national effort to meet the high unmet need for family planning and reproductive health services in the country since 1966.
Despite significant national progress in SRH and family planning, challenges persist, including regional and socioeconomic disparities in service access, stagnant contraceptive uptake, commodity stock-outs, supply chain inefficiencies, and limited access for adolescents, youth, low-income communities, and populations affected by conflict and humanitarian crises. In addition, the SRH market remains highly dependent on public financing and donor support, underscoring the need for sustainable domestic financing and improved coordination among public, private, social marketing, and non-governmental sector actors.
To address these challenges, Ethiopia requires a coordinated Total Market Approach (TMA) that promotes equitable access, strengthens market efficiency, optimizes resource allocation, and supports the financial sustainability of SRH commodities and services, including family planning.

The assignment entails developing a comprehensive, evidence-based, and costed national strategy to guide market segmentation, strengthen public–private sector collaboration, enhance the security and availability of SRH commodities, and promote equitable, sustainable, and affordable access to sexual and reproductive health commodities and services across Ethiopia.
