Invitation for Tender MOTHERS AND CHILDREN MULTI-SECTORAL DEVELOPMENT ORGANIZATION (MCMDO) BID ANNOUNCEMENT NO. MCMDO 14 /2026 MCMDO is an indigenous non-governmental organization registered under CSO Proclamation No. 1113/2019 (Cert. No. 0022). Under the project titled “Strengthening Resilience by Empowering Women and Girls in Areas Affected by the Sudanese Conflict (HER Project),” one of the major activities is to provide selected productive small ruminants to vulnerable households to rebuild herd size and assets. Thus, MCMDO invites eligible suppliers to deliver goats to Ura Settlement, Benishangul-Gumuz Region as per the below description. SN Product, Good, or Service Description Unit Quantity 1 Goats (male) Medium 15-20 kg Number 170 2 Goats (female) small (10-15(kg) Number 170 3 Goat (Female)medium (15-20)kg Number 170 ELIGIBILITY REQUIREMENTS Legal: Valid trade license for the current fiscal year, TIN, VAT registration (if applicable), tax clearance, and livestock supplier registration in Ethiopia. Experience & Qualification: Proven track record in livestock supply, evidence of past/ongoing contracts, contact info for 3 references, and capability to transport and distribute animals/goats to the destination. Animal Health & Quality: Local Breeding, Healthy, active, defect-free animals adapted to local conditions, compliant with specifications, accompanied by required veterinary health certificates, and transported safely. Technical & Financial: Capacity to deliver on schedule, replace rejected animals at no cost, and evidence of financial standing (audited/bank statements; min. average annual turnover of ETB 2,000,000 over 3 years). INVITATION TO BID DOCUMENTS Interested bidders may obtain the complete Invitation to Bid (ITB) documents , including the required quantities, technical specifications, terms and conditions, and bidding instructions, through either of the following options: MCMDO Official Website: www.mcmdo.org/bid BID SECURITY Each bidder shall submit a bid security equivalent to 2% of the total bid price , in the form of a Bid Bond/Bank Guarantee , issued in favor of Mothers and Children Multisectoral Development Organization (MCMDO) . The bid security shall remain valid for at least one (1) month from the bid submission deadline . Any bid submitted without the required bid security, or with a non-compliant bid security, shall be rejected. SUBMISSION DOCUMENTS AND PRICE REQUIREMENTS Bidders shall submit the following documents: Valid trade license for the current fiscal year; TIN certificate; VAT registration certificate, where applicable; Valid tax clearance certificate; Evidence of relevant past performance in livestock supply; Contact details of three (3) professional references ; Financial statements or other evidence of financial capacity, as required in the ITB; 2% bid security ; and One (1) original copy of the complete technical and financial proposal, unless otherwise specified in the ITB. The financial offer shall clearly indicate: Unit price per animal/goat; Required quantity; Total bid price; Transportation and delivery costs; and Applicable taxes, clearly stating whether prices are inclusive or exclusive of taxes . DELIVERY AND BID SUBMISSION DETAILS Delivery Location: The successful bidder shall deliver the animals directly to Ura Settlement, Benishangul-Gumuz Region . MCMDO shall inspect the animals upon delivery. Any animals that do not meet the specified health, quality, age, breed, size, or other contractual requirements shall be rejected and replaced by the supplier immediately at its own cost. September 30, 2026, at 10:30 (Local Time) . Bids submitted after the deadline shall be rejected. Bid Opening: Bids shall be opened at the MCMDO Head Office in Addis Ababa on October 05, 2026, at 8:00 (Local Time) . BID EVALUATION AND MCMDO’S RESERVED RIGHTS Bids shall be evaluated based on, among other things: Compliance with the eligibility and legal requirements; Compliance with the specified technical and animal-quality requirements; Animal health and fitness; Supplier experience and past performance; Capacity to transport and distribute the goats to the required beneficiaries; Delivery capacity and timeframe; and Overall value for money , taking into consideration quality, compliance, reliability, delivery capacity, and price, and not necessarily the lowest price alone . MCMDO reserves the right to: Accept or reject any or all bids; Cancel the bidding process in whole or in part; Reject bids that do not comply with the ITB requirements; Award the contract in whole or in part or split the quantities among qualified bidders, where appropriate; and Take any other action permitted under the applicable procurement procedures. MCMDO shall not be liable for any costs or expenses incurred by bidders in connection with the preparation or submission of their bids.
